General housing allowance is at most 70 % of accepted housing costs. In Rovaniemi the ceiling on accepted costs is higher than in the other Lapland municipalities, because the city belongs to municipality group II (Kela 2026).

The City of Rovaniemi has no municipal housing company of its own to apply to; the city’s housing page lists the landlords and search services instead.
The city’s page points to the corporate landlords KAS asunnot, M2-Kodit, Tarveasunnot, Avara and Lumo, and to the search services Oikotie, Vuokraovi and Qasa. Every landlord has its own online application; apply to several at once.
The Domus Arctica Foundation has about 1,700 flats, 700 of them studios and 460 two-room flats, at an average rent of €12.50 per m² (Yle, 27 Jul 2025). Applications are continuous, valid for three months, and new students have priority in August and September. You can apply if you study in Rovaniemi at a post-comprehensive institution.

The national portals carry most private and agency listings. Filter by the municipality Rovaniemi, not by district, so that Ounasvaara, Saarenkylä and homes outside the centre show up too.
The Rovaniemi branch of the Finnish Youth Housing Association offers youth housing for 18–29-year-olds (city listing). An option when DAS is not possible and you are not a student.
According to Statistics Finland, €18.66 per m² across all tenancies and €21.17 per m² in new ones (2026Q2). A 30 m² studio is therefore about €560–635 a month before electricity.
Is it hard to find a rental in Rovaniemi?
Studios are hard to get in August–September: DAS could house about 30 percent of applicants (Lapin Kansa), and students and seasonal workers chase the same private studios. Two- and three-room flats are easier, and the market is loosest in spring.
You can apply online to every landlord the city lists and to DAS. Still view the flat yourself or ask for a video tour, and pay the deposit only after the contract is signed.

Rovaniemi has 66,191 residents (Statistics Finland, 31 Dec 2025) and fierce competition for studios: the student housing foundation DAS received about 550 urgent applications in summer 2025, nearly 90 percent of applicants wanted a studio, and the city’s studios are let short-term to tourists for the winter season (Yle, 27 Jul 2025). According to Lapin Kansa, DAS could house about 30 percent of applicants.
A recruitment company that brought about 250 workers to Lapland housed them in some ten different places in Rovaniemi (Yle, 9 Mar 2026). Seasonal workers, students and tourists are all after the same small flats at the same time, in August–September and November–December.
The good news is the price: Rovaniemi’s average rent of €14.55 per m² is below the national average of €15.94 (Statistics Finland 2026Q2). Below, the figures by flat size and the channels to apply through.
Examples: a 30 m² studio about €560 a month (18.66 × 30), in a new tenancy about €635 (21.17 × 30) · a 50 m² two-room flat about €720 (14.35 × 50) · a 75 m² three-room flat about €910 (12.09 × 75). Water and electricity usually come on top.
The new-tenancy studio price of €21.17 per m² is above the national average of €20.46: a studio coming free in Rovaniemi right now costs more than the average studio in Finland. In two- and three-room flats Rovaniemi is cheaper than the country as a whole.
